build 55 implements a new freelance branch!

build 55 introduces a very caveman implementation of a new freelance branch!
enjoy the extra payout for the moment too, the numbers and locations of npcs will be tuned but hey it's in and it's go!

find the shady questmaster npc on the right side of the housing district, and accept a quest to go get a secret data scan
locate one of 10 targets and interact with them to get a possible scan, return to questmaster with scan for reward,  $$


this is already getting a more refined system put into place in b56, but for now i wanted to let people check it out!

+more tweaks and secret stuff, this is underlying systems stuff for a new playable character, 
++  introduces a new way to play 2901!!
